General conditions

• By offering rewards, the Peter R. de Vries Foundation is seeking to solve cold cases and assist victims of crime.
• The reward is available for tips received by the Foundation within a period to be determined for each case. The amount and the stipulated period – as indicated for each cold case or homicide on the Foundation’s website – are determined by the board.

Conditions for rewards in homicide cases:

• The reward is paid to the person whose information results directly in the police apprehending a suspect who is irrevocably established by the courts to be the perpetrator of the homicide committed.
• The provider of the tip is entitled to the reward at the time the conviction of the suspect(s) has been irrevocably established in court, or as much earlier as the Peter R. de Vries Foundation determines.
• The information that led to the discovery of the perpetrator must have been received within the stipulated period via the tip form or e-mail address of the Peter R. de Vries Foundation.

General investigation and payment conditions:

• The cold case or investigation team can continue to investigate tips even after the period during which tips eligible for reward can be submitted. The rewards for tips submitted within the stipulated period will be set aside equitably until this work is completed.
• If multiple tips contain the same information or collectively lead to the resolution, the reward will be divided proportionally. The board of the Peter R. de Vries Foundation will decide and determine in the first and last instance whether the conditions for the reward have been met and how it will be divided.
• The substantive assessment and rating of tips/information is exclusively a matter for the Foundation’s board. The board will make serious tips available to the investigation team anonymously and consults on them. The board will act and decide as it sees fit.

Anonymity:

• The Foundation guarantees anonymity to the providers of tips upon request. If it is not immediately clear whether anonymity can be sufficiently guaranteed – e.g. due to the nature of the tip – the Foundation will consult with the provider of the tip about whether and in what way information can still be shared.
• The Foundation guarantees anonymity to the recipient of a reward upon request, unless expressly agreed otherwise in consultation.

Exclusions:

• Persons who are or have been directly or indirectly professionally engaged with the case in question are excluded from receiving a reward. E.g.: police, fire brigade, emergency services, control rooms, etc. The perpetrator of the homicide is also excluded from receiving the reward.

Lapsed reward:

• If the cold case or investigation team has confirmed that the investigation into the tips received through the Foundation has been completed without result, the reward (including for tips submitted up to that point) will automatically and permanently lapse. The amount set aside for this purpose will be used by the Foundation to benefit other cold cases or activities in line with its constitutional objective.

Tax and changes:

• Any tax(es) due is/are the responsibility of the recipient of the reward.
• The Peter R. de Vries Foundation reserves the right to amend the foundation’s constitution and objectives.
